We’re excited to announce a new chapter in NMWTRA’s journey with the introduction of a newly appointed Agency Management Team (AMT). This transition marks a strategic step forward in NMWTRA’s growth, innovation, and continued commitment to shaping the future of the trunk road network across North and Mid Wales.
Meet the management team:
Mark McNamara – Head of Service
A Chartered Engineer and Fellow of the Institute of Highway Engineers, Mark has 20+ years’ experience in civil engineering. Starting his career with Conwy County Borough Council, he undertook roles including including NEC Project Manager and NEC Supervisor , before joining NMWTRA in 2012 as a Project and Programme Manager.
In 2016, Mark became a member of the AMT, and in 2024 he took over the role of Head of Service. Mark is looking forward to working with NMWTRA’s staff to continue driving the successful future of the Agency.

Stuart Mackenzie – Network Operations Manager & Deputy Head of Service
As a Chartered Civil Engineer, Stuart has worked within the public sector for the past 35 years. The last 20 years working for the various iterations of the Trunk Road Agencies focused on maintenance and improvements to the networks, working within the business team and more recently with Network Operations for the Mid Wales region.
Stuart joined the AMT in 2024, and he looks forward to supporting the NMWTRA team to continue the successful delivery of the Agents work and its future development.

Geraint Jones – Tunnels & Technology Manager
Geraint brings 20+ years’ experience within the highways industry. A Chartered Manager, he began as a technician on the A55 tunnels before achieving the role of Senior Engineer, and then Principal Specialist Tunnel Manager with the Welsh Transport and Technology Commission.
In 2017, Geraint joined NMWTRA in the role of Tunnels & Technology Manager and became a member of the AMT later that same year. He is dedicated to driving the Agency’s future success and making a significant impact to the Agency’s work.

Clive Bayley – Business & Statutory Operations Manager
Clive has worked within the highways and transportation sector for over 24 years. He holds a First-class Honours Degree in Civil Engineering and achieved Chartered Engineer status in 2024. Clive started his career within Cyngor Gwynedd’s Ymngynhoriaeth Gwynedd Consultancy (YGC) department before joining NMWTRA in 2016 as a Projects and Programme Manager.
Clive joined the AMT in 2024, he looks forward to the new challenge and to ensuring that NMWTRA continues to successfully deliver its service.

This leadership change will further strengthen the organisation and drive continued growth and success. The team at NMWTRA look forward to the positive impact this transition will bring.
