About the Role

We have an exciting opportunity for an enthusiastic candidate to join our dynamic Delivery Project team.

This position is well suited to an individual that is looking to progress their career in traffic engineering.

The successful candidate will oversee and coordinate small/medium scale traffic and road safety related projects and assist the Project and Programme Manager (Traffic Engineering) in coordinating larger/complex related projects ensuring projects are delivered to cost, time and quality requirements.

This role will provide specialist traffic engineering advice in relation to project delivery, highway renewal and maintenance works and in doing so, support Project Sponsors and the Network Management team in their functional areas.

• Provide expert advice on traffic engineering related to project delivery, highway renewal, and maintenance.
• Prepare and implement Traffic Regulation Orders and Temporary Orders; advise Route Managers accordingly.
• Oversee the design of signage, posts, foundations, and road marking schemes.
• Conduct site visits for surveys, supervision, and audits.
• Create in-house design drawings for traffic engineering tasks.
• Coordinate with Agency and Welsh Government officers.
• Manage procurement and supervision of consultants and contractors.
• Oversee and coordinate small to medium traffic and road safety projects; support management of larger projects ensuring delivery within budget, time, and quality standards.
• Provide specialist advice for delivery of Agent and Welsh Government functions.
• Maintain and monitor project schedules, liaise with sponsors and stakeholders on briefs, tenders, and plans.
• Apply PRINCE2 project management principles.
• Represent the Agency in road safety initiatives and lead traffic safety issues.
• Investigate accidents, analyse data, and take action using Welsh Government processes.
• Manage relationships with partner authorities and contractors, including performance monitoring.
• Assist with project closure, commissioning, and record updates.
• Ensure compliant contract administration per Welsh Government requirements.
• Act as Project Sponsor and CDM Client for agreed projects, managing budgets, approvals, and delivery oversight.
• Promote best practices in procurement and construction processes.
• Continuously improve procedures to optimise budget use and project delivery, minimizing public/media impact.
• Ensure compliance with relevant legislation, policies, and standards.
• Audit and manage supply chain performance, promote continuous improvement, and address non-performance issues.
• Adhere to and promote all health, safety, environmental, and quality policies.
• Take personal responsibility for health and safety.
• Liaise with relevant agencies, partners, and stakeholders.
• Foster innovation and continuous improvement.
• Support Business Management and agency teams as needed.
• Represent the Agency at meetings.
• Perform managerial, administrative, technical, and professional duties as appropriate.
• Commit to self-development and compliance with equality, data protection, and carbon reduction policies.
• Report any safeguarding concerns.
• May require work outside normal hours, site visits, and travel within the UK.

We’re looking for someone with the ability to work under pressure and who is self motivated and committed. Candidates should have the ability to receive, assimilate and evaluate information from multiple sources. You should be capable of working with the minimum of supervision.

Qualifications and relevant training

We are seeking someone who has an HNC in Civil Engineering or appropriate
discipline.

Relevant Experience
Essential

We’re looking for someone who has experience in the use of AutoCad.

Skills and Specialist Knowledge

Essential

The ability to organise work priorities, forward plan and deliver work on time with minimum supervision and effectively work to agreed deadlines, and co-ordinate and manage the delivery of own workload to meet agreed programmes.

The ability to undertake duties in a confident and professional manner with the ability to show initiative and creativity, and receive, assimilate and evaluate information from multiple sources and provide detailed recommendations.

An understanding of project management and the key processes within the delivery of individual projects within an engineering or construction environment is essential.

A current full Driving Licence is esential.

Language requirements

Listening, speaking, reading, understanding and writing at Entry Level in Welsh and English.
